With over 25 million U.S. residents who speak English “less than very well”, the demand for interpreters sometimes exceeds the supply. To bridge the gap, organizations may rely on bilingual family members or staff. Yet they make poor substitutes for professional interpreters. In this article, we’ll take a look at the role community interpreters play, why being bilingual isn’t enough, and how to connect one remotely.

What Is a Community Interpreter?

Simply put, a community interpreter is someone who performs their role in community-based settings. They typically serve communities with large limited English-speaking proficiency (LEP) populations and provide language support when it comes to:

• Medical care
• Legal assistance
• Social Services
• Education
• And more

In addition to linguistic training, community interpreters must be well-versed in their field of expertise. Fields such as legal and medical typically require certification. Like all interpreters, they must also adhere to a code of ethics, which includes remaining neutral during sessions. 

Now that you know a little more about community interpreters, let’s take a look at examples in healthcare, legal, and education.

Interpreters in Healthcare

From annual exams to emergency room visits, medical interpreters are trained to work in a range of medical settings. They assist with everything from calls for appointments to medical exams to insurance claims.

Bilingual staff members sometimes fulfill this role when an interpreter isn’t available. However, they lack proper training and may not know all the terminology in both languages.  

While asking a bilingual staff member to interpret isn’t ideal, asking a family member is even worse. Why? Because family members not only lack training, but they may make it difficult for a patient to speak openly with a provider. No matter how well meaning the family member, they may interfere with the appointment.   

Interpreters in Legal

Although legal interpreters are associated with courtrooms, you can also find them working in attorney’s offices, government agencies, jails, and other locations. They’re often skilled in both consecutive interpreting and simultaneous interpreting, and may interpret depositions, mediations, arbitrations, and more.

Given the nature of legal proceedings, it isn’t appropriate to ask a bilingual staff member to act as an interpreter. Doing so could violate someone’s privacy or create a conflict of interest. Clients, for example, have the right to speak confidentially with an attorney. 

Asking a bilingual family member to interpret would be an even bigger mistake. Family members may misinterpret what someone says, intentionally leave out information, and won’t be able to remain neutral. 

Interpreters in Education

Educational interpreters help LEP students and their parents adapt to the school system. They assist with enrollment, interpret during classes, facilitate communication during parent-teacher meetings, and more. Because they work with children, educational interpreters must have a deep understanding of childhood development and know how to adapt to their needs.

Interpreting for children is more challenging than it is for adults. Bilingual staff members may not be able to accurately assess when a child hasn’t understood something or needs more help. When it comes to interpreting for parents, bilingual staff may not have the right expertise to do so. For example, a bilingual teacher may not have the vocabulary to interpret a school board meeting.

Bilingual family members, on the other hand, may not understand the education system well enough to interpret. Asking an older sibling or the child themselves to interpret can change perceptions of authority figures and interfere with learning.

As you can see, community interpreters serve an essential role in a variety of organizations. However, hiring one—especially on short notice—can be a challenge. Nonprofit organizations are an important part of our Twin Cities communities. They bring people together to work for the common good, strengthen the local economy, and provide a voice on important topics for the communities they serve. There are over 2,200 nonprofit organizations in Minnesota alone. Each of these organizations is driven by a specific, important mission. While those missions vary from organization to the next, they all are similar in their aim to contribute to their communities.

Given the community-based nature of nonprofit organizations, it’s important to make sure that nonprofit resources are accessible to all members of the community. This sometimes requires document translation of files to make sure that multilingual community members can understand the information that is presented to them. Here in Minneapolis/St. Paul, information that is important for the community will often be translated into Spanish, Somali, Hmong, Karen, and Oromo, as there are large populations of these speakers that reside in the Twin Cities. If information is not made available in these languages, these large populations of community members will not receive important communications.

When translating information to be distributed to a specific community, it’s important that the information be translated by a professional translation team that is native in the target language and that resides within the target community. Take, for example, the Spanish-speaking population of the Twin Cities. Spanish is spoken in many countries throughout the world, and the Spanish-speaking residents of Minneapolis and St. Paul and the surrounding suburbs do not come from just one place. A large portion of the Spanish speakers who now call the Twin Cities home have immigrated from Mexico, but there are also significant populations of Puerto Rican, Ecuadorian, El Salvadorian, and Guatemalan descent. Because of this melting pot of different versions of Spanish, the Spanish that has come to be spoken and heard throughout the Twin Cities is significantly different than a version of Spanish that is local to just Mexico or just Puerto Rico. This is why the translators taking on nonprofit translation work for Minnesotan nonprofits must live within the Spanish-speaking communities in the Twin Cities. This ensures that the Spanish version used for translation flows with that of what is spoken within the communities, making sure the messages are clear and will be understood.

Another example is Somali translation. Somali is a unique language in that a written version is rather new, and, rather than having a vast vocabulary of words as English does, Somali relies on telling stories and painting pictures of ideas with colorful explanations. Once again, it’s important that the translators translating into Somali for nonprofit and community translations in the Twin Cities understand how Somali is spoken here in the Twin Cities. Due to the complexities of translating the language, much of a message can easily be lost if the linguists do not understand how the language is used every day right here in Minnesota. 

Each nonprofit organization is driven by a different mission and a different goal, yet each of these goals is important, helping wide ranges of people and places. However, unless organizations are able to effectively translate their messages in a way that is accessible and understandable by all of the members of the communities they are trying to reach, their goals will be more difficult to reach.

On November 27^th, in the midst of the season’s first heavy snowstorm, a tragic fire broke out in a high-rise apartment building in Minneapolis’ Cedar-Riverside neighborhood.

We received a phone call around 7 am requesting us to dispatch interpreters as soon as possible to the scene of the tragic and chaotic apartment fire. We immediately sent interpreters, who walked into a state of unknown tragedy. 

Upon arrival, our interpreters immediately began conveying messages to residents and loved ones. They spent the entire day facilitating communication between residents and emergency response teams and social service organizations on the scene of the accident. It was grueling work, emotionally and professionally demanding, as our interpreters were called from one family to another.

Interpreters are trained to jump into an unknown variety of situations, and, on any given day, they typically have very little background information as to what they will encounter. Throw into the mix emergencies, and that leads to even more unknown and unrest. 

And when lives are on the line and loved ones pass away, we go, we show up, we don’t ask questions, we simply perform. And we don’t deal with our emotional responses until the day’s work is done. This emotional response can oftentimes result in vicarious trauma.

“I’ve never seen dead bodies before… I had to identify bodies with family members… I wasn’t prepared for that.” Stated one of our interpreters. 

Vicarious Trauma and Interpreters

According to the American Counseling Organization, vicarious trauma is “the emotional residue of exposure that counselors have from working with people as they are hearing their trauma stories and become witnesses to the pain, fear, and terror that trauma survivors have endured.” The effect of vicarious trauma on the professional interpreter has long been documented to cause the same effects. 

Clearly interpreters are not counselors, as we are but conveyors of messages from one language to another. Yet we cannot help but to absorb the trauma that surrounds us while we are immersed in a variety of interpreting situations, and that trauma presents itself physically, emotionally and psychologically. Undealt with, vicarious trauma can result in mental health challenges like depression and anxiety. Interpreters experience vicarious trauma differently than other professionals because we not only witness the trauma, we channel it to our clients so that they can understand it. We must fully grasp the message and convert it to another language, and fully express it. There is no way that an interpreter can avoid vicarious trauma, as it is not possible to turn off our emotional reactions, so we are compelled to look towards best practices to help alleviate the short- and long-term effects. We hope that these best practices help combat the negative effects of vicarious trauma like depression and anxiety. 

Interpreters are called into situations oftentimes with little to no preparation or background information, for example, emergencies. When our team was called to react and provide services at the Minneapolis fire, none of us had any understanding of the scope of the tragedy. None of us knew that there was loss of life. None of us knew that we were asking our interpreters to walk into a burning building and help family members identify deceased loved ones. None of us knew that our interpreters would spend the next two days researching how to transport a body across the globe to fulfill the deceased’s wish to be buried in their home country. None of us knew, at the time, how much this tragedy would affect the 500+ residents that call the building their home, that was now destroyed, one day before Thanksgiving. 

Yet this is what we do on a daily basis. Thankfully, fires don’t occur daily, but life does, and life keeps all of us on our toes and our extremely talented and trained interpreters walk into unknown situations every single day. 

The International Standards Organization, ISO, established criteria 13611:2014 with recommendations for community interpreting during oral and signed communication that enables access to services for people who have limited proficiency in the language of such services. According to the ISO, community interpreting is “bidirectional interpreting that takes place in communicative settings…among speakers of different languages for the purpose of accessing community services”.

Community interpreting is a type of interpreting used in community-based settings and situations. In communities with greater numbers of Limited English Proficiency (LEP) speakers, community interpreting brings language access to populations experiencing language barriers with public services. Interpreters facilitate communication between parties who speak two different languages. They do this by interpreting, translating and re-communicating both verbal and written messages from one language into another. This includes both spoken languages and sign languages. The interpreter is not responsible for what is said by either party but is responsible for ensuring that everything that is said is communicated accurately in the other language.

The role of the community interpreter is to deliver, as faithfully as possible, messages transmitted between persons who do not speak English and service providers in a diverse range of health, social and community service settings.

What is required of a community interpreter?

• Language and interpreting skills. A community interpreter must have a high level of fluency for linguistic conversion from one language to another.
• Cultural competence. A community interpreter must possess superior cultural competency to interpret in a variety of settings for a variety of subject matters.
